GUIDELINES FOR GENERAL ELECTION

The Association of Obio/Akpor Youths (AOY) electoral committee provides the following guidelines to see to the smooth conduct of the organisation’s general election slated for Sunday, 5th February 2017.

ELIGIBILITY TO VOTE (For Voters/Electorates)

a) He/she must be a biological male or female indigene of Obio/Akpor Local Government Area of Rivers State who fall into the youth age bracket as stipulated in the Constitution of Federal Republic of Nigeria of 1999 (As Amended)

b) He/she must be a male or female non-indigene of Obio/Akpor Local Government Area of Rivers State who reside in any of the communities or 17 wards of Obio/Akpor Local Government Area of Rivers State shall be eligible for membership, provided the individuals have the interest and development of Obio/Akpor Local Government Area at heart and fall into the youth age bracket as stipulated in the Constitution of Federal Republic of Nigeria of 1999 (As Amended).

c) He/she must have attended the organization’s general congress up to two (2) times (election day congress inclusive in the count).

d) He/she must not be serving a suspension sanction from the organization as at the period of election.

ELIGIBILITY TO CONTEST (For Aspirants/Candidates)

a) He/she must be a biological male or female indigene of Obio/Akpor Local Government Area of Rivers State who fall into the youth age bracket as stipulated in the Constitution of Federal Republic of Nigeria of 1999 (As Amended)

b) He/she must be a male or female non-indigene of Obio/Akpor Local Government Area of Rivers State who reside in any of the communities or 17 wards of Obio/Akpor Local Government Area of Rivers State shall be eligible for membership, provided the individuals have the interest and development of Obio/Akpor Local Government Area at heart and fall into the youth age bracket as stipulated in the Constitution of Federal Republic of Nigeria of 1999 (As Amended).

c) He/she must have attended the organization’s general congress up to four (4) times (election day congress inclusive in the count).

d) He/she must not be serving a suspension sanction from the organization as at the period of election.

e) He/she must be an indigene or resident of the kingdom which the elective position he/she is contesting is being zoned to.

f) He/she must be sound mind, medically fit and of good character.

g) He/she must not have been convicted of any crime by the laws of the Federal Republic of Nigeria or anywhere else worldwide.

h) He/she shall obtain intent/nomination form, engage in campaigns, undergo screening and present himself/herself to the electorates for election.

i) He/she shall purchase his/her intent/nomination form from any member of the organization’s electoral committee.

j) He/she must have his/her intent/nomination form duly signed and endorsed by the electoral committee chairman and secretary for such aspirant to be considered for screening and election.

k) During screening, he/she must pledge on behalf of himself/herself and his/her supporters to be of good and peaceful conduct all through the election process.

ACCREDITATION AND VOTING PROCESS

a) Accreditation of voters shall be done using the organization’s monthly general congress attendance register.

b) Accredited voters shall use fully completed accreditation form for voting.

c) Only accredited members shall be allowed to vote.

d) The mode of voting shall be Option A4 style of voting, where voters are to queue behind their choice aspirant/candidate during the election.

e) Every member shall have one voting right which shall not be transferable in each in each of the election.

f) The aspirant/candidate that pulls the highest number of votes in each election shall be declared the winner of that election.

g) Results shall be announced publicly by the chairman of the electoral committee at the end of counting the number of voters in all aspirants queue in each election.

h) There shall be a bye-election in a case of a tie in vote counts or in a case of critical circumstances that may make the election inconclusive.
